This guide reflects a collective effort. Water New Zealand, WECAN, and MWater Advance have brought together practical experience from across the sector to create a grounded, usable resource. The insights, lessons, and examples in these pages come directly from people doing the work every day, and this section recognises the contributions that shaped the guide.
The development of this guide was made possible through the support of the Water Efficiency & Conservation Action Network (WECAN) and the insights, experience, and constructive challenge of the project’s review panel.
Sincere thanks to the review panel members who contributed their time, ideas, and experience to shape its content and direction. Your input has been invaluable in turning practical experience into shared sector learning.

MWater Advance, led by Marty Cole, brings practical metering and network management experience from across New Zealand and overseas.
Marty has delivered major programmes, including 60,000 non-domestic meters across nine Irish counties and universal metering with volumetric charging on the Kāpiti Coast, and contributed to Water NZ’s 2017 Water Metering Good Practice Guide.
This manual draws directly on that implementation experience, blending technical design, customer engagement, and disciplined delivery into the guidance throughout.
